Currently, as VP of Engineering, Frank is responsible for assisting clients in planning new stores and remodels to maximize space and minimize cost. Has 35+ years experience, and, is a FMI Certified Professional Supermarket Designer, a Certified Member of the Refrigeration Service Engineers Society, a Senior Member of the association of Energy Engineers and a Certified Energy Procurement Professional, and is experienced in all aspects of refrigeration, energy management, energy procurement, construction, and store planning.

Has actively participated in the design and production of over 467 supermarket projects including over 1.6 million square feet of newly constructed markets, as well as the expansion and or renovation of more than an additional 11 million square feet of supermarket retail space.
Designed / re-designed hundreds of custom supermarket refrigeration systems incorporating state of the art techniques and components resulting in energy efficient, trouble free reliable operation. Also designed associated refrigeration piping plants to insure proper oil return while maintaining optimum operational efficiency.
Designed lighting, mechanical, plumbing, and power distribution systems for numerous new supermarkets, expansions, and remodels that meet merchandising and operational requirements while minimizing ongoing operational and initial leasehold improvement costs.

Has performed technical assistance studies using proprietary refrigeration system modeling software for over 50 NJSSB and other projects resulting in the funding of over seven million dollars in grants on behalf of clients for the installation of refrigeration energy efficiency measures. These efficiency projects combined avoid nearly 20,000 MWH annually or 2.5 million dollars each year in refrigeration electrical energy costs for clients. Implemented RTP Smart Grid Interface across the client base to facilitate participation in the PJM emergency, synchronized reserve, and economic automated demand response programs. These programs work to insure improved power quality and regional grid stability in the seventeen states serviced by the PJM grid. Performed E-Commissioning on hundreds of supermarket refrigeration systems in order to bring operational performance back within original equipment manufacturers specifications resulting in significant improvements in overall system efficiency.
Recently appointed to the New Jersey Food Council "Power Aggregation Committee" which provides competitive energy costs to over 1,200 markets in the state of New Jersey saving NJFC members millions of dollars in annual energy purchases. Member- Association of Energy Engineers- 1979

Installed countless display cases, walk-in coolers, overhead and under floor field piping, set and piped single condensing units, evaporator coils, remote refrigeration condensers and parallel refrigeration racks. Performed complete startups including leak testing, evacuation, and startup and adjustment.

Became the first non-member of a voluntary wholesaler or cooperative to achieve NAWGA CPSD certification, and remains one of less than 50 people in the country with the "Certified Professional Supermarket Designer" designation.
As a member of the NAWGA executive review committee, administered the examination and testing of program participants in the Certified Professional Supermarket Designer program.
As a member of the NAWGA discipline committee, along with nine other certified top store designers from across the country, created what is now the Food Marketing Institute's CSD program- a national certification program for supermarket store designers developed to insure proficiency in project feasibility, site design, store design, construction documentation, equipment purchasing, project administration and closeout, energy efficiency and ongoing building and equipment maintenance.
Has performed numerous educational speaking engagements for organizations such as the National American Wholesale Grocers Association, the Food Marketing Institute, the National Grocers Association, DENREC, and the New Jersey Food Council on topics such as store design, equipment specification and purchasing, supermarket energy efficiency measures, participation in state incentive programs, and store design from an operating statement perspective. Co-sponsored along with Mellon Bank the "Five Keys to Sound Financial Management" seminar for regional supermarket operators.
Actively manages the day to day operation of the refrigeration, building, and lighting systems for over 3.3 million square feet of supermarket retail.
Developed reporting infrastructure to track key performance indicators of the service, installation, and equipment sales departmental performance.
